Welcome to the City Payroll Services WA Cares payroll tax exemption site!

This site is for City of Seattle employees that have applied and received approval for an exemption from the state’s long-term care program, the WA Cares Fund through the State of Washington, Employment Security Department (ESD).

If you have an exemption approval letter from the State of Washington, ESD available to upload, select "Next" and advance to the next page to verify your employee information.

If you do not have an exemption approval letter from the State of Washington, ESD and want to apply for an exemption from the WA Cares Fund and the associated payroll deduction, see the steps below:

1. To learn about exemptions and to see if you qualify, click this link WA Cares Fund.
2. If you qualify, click this link to Apply for an exemption on the WA Cares Fund website.
3. If your application is approved by the Employment Security Department (ESD), they will provide you an exemption approval letter.
4. Once you receive your exemption approval letter, return to this site, and select "Next".
